1. The Royal Government of Bhutan, Ministry of Infrastructure and Transport, Department of Surface Transport has received financing from the World Bank toward the cost of the Accelerating Transport And Trade Connectivity In Eastern South Asia (Access) – Bhutan Project and intends to apply part of the proceeds toward payments under the contract 1 for Performance-Based Maintenance Contract on Wangdue Zam – Chuserbu PNH and Lawala – Gangtey – Phobjikha Dzongkhag Road (Including Tabading Access Road) Lot 1: Wangdue Zam – Nobding (59.70- 105.00 km) & Lot 2: Nobding – Chuserbu (105.00-136.00 km) & Lawala – Gangtey – Phobjikha Dz Road (0.00-17.43 km, including 2.23 Tabading Access Road)
2. The Department of Surface Transport now invites sealed Bids from eligible Bidders for Performance-Based Maintenance Contract on Lot 1: Wangdue Zam – Nobding (59.70-105.00 km) & Lot 2: Nobding – Chuserbu (105.00-136.00 km) & Lawala –Gangtey – Phobjikha Dz Road (0.00-17.43 km, including 2.23 Tabading Access Road) where the project scope includes initial repairs, routine maintenance and management services, periodic maintenance, emergency maintenance, climate change resilience work, and road safety works, and where the contract duration is 5 years.
3. Bidding will be conducted through national competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers, Fifth Edition, September 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents.

5. Interested eligible Bidders may obtain further information from the Department of Surface Transport at sonam.tobgay@moit.gov.bt and inspect the bidding document during office hours at the address: MoIT Building, Maintenance Division Office.
6. The bidding document in English, which will be published on the website of the ministry (www.moit.gov.bt) may be downloaded by interested eligible Bidders without any charges.
7. Bids must be delivered to the address Chief Engineer, Maintenance Division, Department of Surface Transport, Ministry of Infrastructure and Transport on or before October 28, 2026, Time: 1130 hours (Bhutan time). Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened at 1430 hours on the same day in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address: Conference of Director General, Department of Surface Transport, Ministry of Infrastructure and Transport.
   All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.
8. Each Bid must be accompanied by: (i) a Bid Security of BTN 6.10 million for Lot 1 and BTN 5.90 million for Lot 2, as applicable to the Lot or Lots for which the Bidder submits a Bid; and (ii) a Local Labor Method Statement for each Lot for which the Bidder submits a Bid. A Bidder submitting Bids for both Lots shall provide a separate Bid Security and Local Labor Method Statement for each Lot
